Local and Redirected Start Menu

Our users (I think just staff) are getting their redirected Start Menu but also seeing the local one (C:\ProgramData\Microsoft\Windows\Start Menu\Programs) too - any offers why this is, and how I stop it?

Its in group policy ==> user policies ==> administrative templates ==> start menu ==> remove common program groups.

Thanks. I had group policy ==> user policies ==> administrative templates ==> start menu ==> Remove Default Programs link from the Start menu. set to "Enabled", but hadn't realised they were different.
