Another Xibo RSS feed problem

I have read all the threads on this but I still can't get any joy with it. I have:

A simple layout with no background image

I have removed the region and re-added it but with no joy

I used several different proxy settings both authenticated and unauthenticated methods

Gave up trying to get the BCC, CNN etc feed off the internet and make a local file on the xibo web server:

The above displays fine in IE

 

All I see scrolling is title text you put in the text box. Anything else I need to try? The proxy issues aside does it have an issue with a local web address as well such as http://xiboserver/rss.xml ? I wouldn't of thought so as other settings are using this address as well.
