Disabled desktop shortcut's to files

So at some point when I was being heavy handed I've disabled desktop shortcuts to files. Now I want to turn it back on. The issues is that I can't find where I've done it.

 

When A user creates a shortcut on the dekstop to a file it creates fine then when the user double clicks on it it says that it cant do that due to security restrictions. However I can create a shortcut to the folder when the file is, this opens fine and then the user can double click on the file and it runs (i.e. no file security issues).

 

So any ideas how I've managed to disable shortcut links to files but not folders? (Oh and I've not checked to see if it's just from the desktop where this issues occurs).
