Video Broadcast/Scehduling Server

I'm looking for a solution for broadcasting video. Our BOE wants to broadcast the meetings over a local cable channel, but its through verizon and we need to be broadcasting something 24 hours a day, 7 days a week. I'm looking for something that I can schedule slides and video on and then output it through some kind of encoder card (has to go out as a analog cable signal). I've been scouring the internet but I'm not a video guy, I'm not even sure what something like this is called. Anyone have something that fits the bill?
