right click start menu wierdness

so we have the right click context menu from programs in the start menu disabled but if you right click left click possibly right click again quickly it still opens the programs folder even tho no context menu is seen.

 

whats this all about? can it be stopped?

Its a bug. Yes MS know. No they wont fix it.
