param.ini not writeable

Morning,

 

I have vertrigo on my desktop to do some website testing with Joomla but the param.ini is unwriteable.. I have set up a ftp local server and client but its giving me

SITE CHMOD 777 params.ini

Response: 504 Command not implemented for that parameter

 

Anyone got any advise on how to fix this.. it seemed to work at home but kept resetting itself after I saved the template.... its a Rockettheme template using gantry and theres nothing online about it.
