Problem with CSS on one site in IE8

A strange problem.. two PCs only on one specific site are experiencing problems with the formatting of one website. Looking at the site it was obvious they weren't applying the CSS. I viewed the page source, and tried entering the URL of the CSS page directly into IE8. It popped up a notepad window with a few random spurious characters. Tried the same on another PC on site that doesn't have the problem, and was able to read the CSS.

 

I tried clearing the IE cache, figuring a corrupted version of the file was cached, but this had no effect.

 

All PCs on site use the same proxy server, which is the same one used by all schools in the borough.

 

Anyone come across this issue, or have any ideas?
