Turning of safe mode (win7)

Turning the power off at the wall produces the windows error recovery screen to be displayed at next boot. The students have relised that they can circumvent our GPOs if they use this screen to boot into safe mode. Google has given some food for thought but none of the solutions have worked on our domian. We are running Windows 7 and Windows Server 2008 R2.

The solutions that I have tried are.

 

1. bcdedit /set {current} bootstatuspolicy ignoreallfailures

2. clearing the value in: HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Session Manager \ BootExecute

3. bcdedit /set {default} recoveryenabled No

 

Has anyone manged to turn this off? Or can anyone lend a hand in what is becoming "one of those" issues?
