MS Office 2k3 problems

We've got a batch of 30 laptops here that don't allow everyone to use office

 

when started up it will do its install bit but stop half way and give error 2503 and then 2502 but doesn't actually tell you anything

 

when you cancel all that away and get in to the program (Word for example) it says:

 

Microsoft Office Word is not installed for the current user. Please run setup to install the application

 

i've looked into this problem and this is meant to be because office has only been installed for one user instead of all users. except that my office.mst file has the allusers="2" line meaning everyone should get it

 

any ideas?

its driving me crazy
