well for a wake on lan script you need a magic packet sender such as Mc-wol.exe

 

you would then need a bat file like

mc-wol.exe *the Mac Address*

 

For a simple shutdown script you want something like this menioned here How To Use the Remote Shutdown Tool to Shut Down and Restart a Computer in Windows 2000

 

shutdown -f -s -t *timeinsecs* "This Machine will shutdown in 10 Mins" -m \\computername

yeah what glennda said but you should be able to export all your mac addresses from your DHCP server. You can then do a simple mail merge to create your script then add the file (bat or cmd) to your server schedule. As for shutdown I cannot recommend powdarrmaonkey's shutdownatron enough.
