Software to Edit JPEG GPS properties

Does anyone have any recomendations for a package (prefereably free ) that I can use to edit the GPS properties of JPEG Images?

 

(I want to tag some that are not tagged)

I haven't used them myself, but there's a couple of free programs I've come across which look good.

EXIFTool

The free Microsoft Pro Photo Tools 2 will do it. I use it all the time.
