unable to change tcpip properties?

found a bunch of machines in a room, where the tcpip properties button is greyed out even for administrators. Bit annoying cos we need to change some settings. We'd rather not have to re-ghost 20 odd machines. Any ideas on how this happened/how to fix it?

using netsh on a machine with this problem has a funny error

"the inf or device information set or element does not match the specified install class" otherwise works a treat on the ones without this problem.

 

there's nothing enabled in gpedit.msc

 

i've discovered it wont let me remove the network card concerned and i can't get in to safe mode either!

i booted using winpe and deleted the broadcom .sys driver. upon reboot the network card has unsurprisingly a yellow exclamation. if i try to get it reinstall the driver it has the same error message as above.
