Open Source Web Page Editor

Does anyone know of a (decent) open source web page editor out there? Something along the lines of Dreamweaver (which we can't afford), and Frontpage (which we've got but seems to fill the HTML it generates with a load of carp)...

They are both OK.

it's probably not best to use NVU at development has stopped on that and Komposer is a bud fixed version of it.
