FYI - the Second Shot vouchers are available globally - you just need to register:

NP, unfortunately the second shot campaign is the only one MS are allowing MCPs to participate in I think. Seems a little bit pointless as, as you pointed out, people can get the second shot voucher anyway. Maybe further campaigns will be added in future.
