terminal server setup

im trying to setup a terminal server 2008r1x64 (at the moment just for test purposes but i may deploy it if only to cut down on sims issues lol). I have the basic setup ive added a 2008 server to my fake domain and installed the role and allowed staff group access. I then installed a couple of apps to test first one i ran change user /install then installed textease (first app i found lol) via the remote app install in control panel. and have since installed paint.net (again just had exe lying round) by change user /install run the exe then change user /execute. None of these programs show on the staff users start menu when they log in though they do show when i use the terminal as admin. Also even though i have a policy set to not show last user login it always shows the last user on the logon screen.

 

any ideas?
