How can I stop pen drives taking network drive letters?

Increasing problem here with the number of mapped drives, when someone puts in a pen drive, it often takes a network drive letter and so cant be seen until it is changed in disk mangement. Happens a lot with laptops that have card readers

 

Why does it allow this to happen and what can I do to stop it happening?

 

I really dont see why Windows doesnt stop the use of drive letters that are obviously being used

install usbdlm on them then you can force them to a letter of your choice.

 

also works great with multi slot card readers moutns a letter only when a card is inserted or mounts them to a folder.
