Ranger and offline files

Okay people, on our network we have Ranger. I have been asked by my line manager to sort out why he can't enable offline files or make any changes to it whatsoever. I have discovered this is down to some sort of setting in Ranger, not our GPO.

Can anybody point me in the right direction?
