Normally with toshibas it is a physical switch more than a button. If it has one you can prevent it. In my last school i tired the same thing.

I have a Toshiba P770 laptop. The programmable button above the function keys uses a little aplication to switch on and off the wireless. The application is by default located here:

C:\Program Files\TOSHIBA\TBS\TBSWireless.exe

You can rename it to stop the button functioning.

Alternatively you can edit the registry and change/erase the values at

\HKEY_LOCAL_MACHINE\SOFTWARE\TOSHIBA\TBS\DefaultSetting\Wireless, OPT1

Maybe even:

\HKEY_LOCAL_MACHINE\SOFTWARE\TOSHIBA\TBSBAK\DefaultSetting\Wireless, OPT1

\HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\App Paths\TBSWireless.exe, (Default)
