Multipoint VC is an expensive project with complex hardware and software costs and is complicated even more if your running behind a NAT service from your LEA

Unless you already have a connectivity solution with your RBC and JAnet with Gatekeepers and Public IP's etc your probably better off using a 3rd party gateway solution such as Clearsea which is H323 compatible with most other systems (polycom/Tandberg/Cisco etc) as well as the Skype Business packages etc which are designed to host/manage multipoint.

We use a Polycom system with Clearsea for Multipoint Conferences it allows us to combine fixed VC and mobile users with relative ease which is essential when the boss is rarely in the same country for more than a few days at a time (all right for some).

Clearsea is a subsidiary of Lifesize and lets you set up a pretty impressive VC facility with little more than a PC and a cheap webcam free to try for 30 days but calls are limited to 5 mins during the trial I think.
