If a user books a resource I want a bounce back message to be sent to them

I have set the option in the exchange admin they will get a message undelivable message which is what I want, but the other person still gets the invite is there a way for the person not to get the invite and the person who is booking this resource just to get the undeliverable message.

 

Also I have tried to look for the option for the mailbox not accept messages from anyone I couldnt find this but i was able to do this under the From everyone except option and add the relevant groups into this,

 

Is this the best way or is there better way to acheive what I want to do.
