MS are offering courses for public sector employees along with the subsequent certs, take a look it maybe worth getting involved:

Worth digging deeper I suspect. Are you in a state funded school or academy/private. I have seen systems where a county council style domain gets you in but academies not. Never give up at the first rejection!

Where are you guys logging in? I can navigate around all the vods and course signups without being prompted to log in.

[Edit] Never mind, found it. Also can't log in.
