Can't Access YouTube Etc: WF3 Error Page Pops Up Even Though We Use WF1 For Staff?

Our staff access has defaulted to WF3 [i have checked in my station's proxy that we are set to WF1]

 

When we try to bring up a page on YouTube we get the WF3 block page displayed. I have reported it to HGfL helpdesk

 

Anyone else seeing the same?
