Google admin-creating new users

Having some trouble when creating new users in Google Admin, lately (not sure if there's been some change made) when we create a new user for our organization, the new user isn't visible when searched for in Classroom or Gmail, they only appear after the user has logged on. Has anyone else seen this and if so is there some setting I can change that will change it?Thanks.
