Would a driver be involved in viewing the BIOS ?

no, most likely hardware then, could be a cable failure, otherwise it's the display hardware failing to decode the gpu output properly

Display damaged or it's likely that a feature related to multi-monitor support has been enabled

sounds like the cable, does it do the same on HDMI/VGA output

The computer has entered split screen or multi-screen mode. This could be caused by accidentally pressing a key combination or by graphics driver settings. Try pressing Windows key + P and selecting Single Screen mode to return to normal operation.
