Office 2021 LTSC & Onenote for Windows = No?!

I'm testing some Windows 11 clients and with them Office 2021 LTSC, in this configuration I can't use Onenote for Windows (Formerly Onenote for Windows 10)... This is really rather bad as it is the only good way of managing class notebooks (copying large sections and wot not)

 

I'm confused as Office 2019 works just fine with Onenote for Windows 10...

 

if I ask Office 2021 LTSC to install Onenote I get the ancient Onenote for office that looks like its from 2013!

 

if I try and install Onenote for Windows I get the error that I can't install it with Office 2021 LTSC installed.
