[ms office - o365] Draw Tab - but not for all

Hi,

 

I am looking for a way to automate the inclusion of the Draw tab. I have already gone through 1,001 posts only showing me how to manually add it, however we have rooms of students using M365 and in the same room some will have it other will not. I would like to automate this task as with lock downs they can not mess with settings or add it in to the ribbon themselves.
