User Loopback Policy Processing equivalent in Google Workspace/ChromeOS

Does anyone know if Google Workspace/ChromeOS has an equivalent to the User Loopback Policy Processing Windows has?

 

I'd like to set up a particular app so that it installs for users of certain Chromebooks but not on others and I don't know whether it's possible?

I think this is possible, just set the setting for the OU for the users instead of the OU for the chromebooks
