[ms office - o365] Onenote recycle bin - Default off - How to centrally manage?

Really annoying that onenote class notebook has the bin defaulted to off. We have without success managed to remind students/teachers to turn this on but inevitably we have had losses. Does anyone know of a way to centrally turn this on via GP/Intune or have any clever solutions?
