Combined Security Info Registration and Two Factor Authentication

Good morning,

 

I am in the process of setting up combined security info registration and two factor authentication using conditional access policies.

 

So far so good but am I right in thinking that because we only have Azure AD Premium P1 I cannot remove the option for users to skip the registration?
