Strange folder redirection issue

I have a strange issue with folder redirection, mainly regarding Start Menu and Desktop redirection. I have both these (and appdata/my documents) redirected, the desktop to an individual profile for each user and start menu to a share on the server. The strange thing is that on all the systems i've tried the start menu and desktop not only pick up their redirected items, but also those in the default/all users folder on the local system, can anyone shed any light on this? At the moment I'm blaming the MS gremlins...

There are two start menus

 

Per User

Per Machine

 

You can turn off the showing of the per machine one in group policy.

 

Edit: Its User Policy>Administrative Templates>Start Menu & Task Bar>Remove Common Program Groups From Start Menu
