They are installing lines locally, the cabling is all physically marked 'trooli'. With copper, the lines are (generally) owned by Openreach and other companies can offer their services on the Openreach network. Do new residential FTTP providers operate in the same way? so that I could change provider after my fixed term should another company offer a similar service - or would another provider need to install their own cabling?
