Who created a user in G Suite?

Is there a way to findout who created a new user in G Suite? At one of my schools the business manager and head can create users / groups and I would like to findout which one of them created a new user.

 

i have looked through the audit section but cant find this info

This is odd as Reports, audit log, admin lists some of the accounts but not all.

 

It seems to only list more recently added users. Does this only go back a year or so?

 

If I type in a user that was created a few years ago nothing gets retuened :-(

Not sure what the retention is, I can't go far back either
