publish calendar missing in outlook 2016 exchange server 2016 environment

Hi all we have onsite exchange 2016 and outlook 2016 i am trying to link a calendar with a website provider who requires an ics file but if i right click on the calendar and click share there is no publish button can anyone shed any light on why not? see attachment

Managed to sort this by going into ECP /organization/ Individual Sharing and ensured that there is a policy for internet calendar policy for 'anonymous' then apply it to the individual user within ecp.
