When we are deploying Android apps to Chromebooks it seems to install to the user account rather than device.

Therefore if a new user logs in it has to download the apps again.

Is this right?

I’m also finding that if a user logs onto a Chromebook they have used before, and the data is not set to be removed on logoff, then the apps do not always appear.

Specifically this is when the Play Store can not connect. We are playing with ports 5228-5230 on the firewall to see if this helps but is causing some problems.
