Offcie 365 - Blocking ZIP files via Mail Flow?

Could someone with this rule help me out...

 

I`m trying to block .zip files through Office 365 Mail flow (I've managed to block exes via the "Block executable content")

 

I've created a rule using

 

"Any attachment content includes"

added "ZIP"

then "reject the message with the explanation"

 

but when testing by sending a zip file via my personal email account, it lets it through

 

The .exe rule works like it should but not this one.
