Is purchasing from Youtube permitted with G Suite for Education accounts?

Does anyone know if you can purchase Youtube videos using GSfE accounts? A teacher is trying to buy an episode of a TV show to use in a media lesson but gets " Purchases are not available. You can't make purchases on YouTube with your Google for Apss for Education account".Is this a setting or is it completely blocked by Google?I have turned on Google Payments but it made no difference.

I had a google chat support open when I saw this thread so I thought I'd ask the question quickly. The support guy had to go away and ask. This is the response:

 

the information I've received is that EDU account, you can setup google payments, but it wont be billed through g suite, but google payments
