Android emulator options

Bluestacks looks like a brilliant android emulator, but it's payment and registration method is too awkward for my needs.

I need 16 / 20 copies registering against one email address and need to pay on invoice rather than credit card

 

Andy was mentioned in another thread, which looks very good, but may be a bit expensive for our use.

 

Is anyone aware of other emulators with features to match Bluestacks?

A little more work, but if you use any virtual environments you'd be able to set up android for absolutely nothing and plum in any software you need, for instance using VirtualBox.

Is it not something you can use the free developer emulator for?
