Hi,

I'm wondering if anyone has come across this and fixed it without having to delete roaming profiles.

I've had this on all four machines I've upgraded from either 1803 or 1809 to 1903 using WSUS or the Windows Updater Tool. This is only in my office at the moment, but worried about all the schools we support on Windows 10 when they update this year and next from 1803. We and they, all have roaming profiles so this could be a big issue.

After the upgrade these are the symptoms:

- Action Centre doesn't open when you click on it

- Right click on it and select 'Open Action Centre' does nothing

- In 'Settings, Notifications & Actions', nothing happens when you click on 'Edit your quick actions'

- Notifications do pop up, but you can't open them to read them and the badge number just accumulates because you can't read them

- The error in the Event Viewer when you try to open the Action Centre is this:

Faulting application name: ShellExperienceHost.exe, version: 10.0.18362.145, time stamp: 0x5ce50c77

Faulting module name: ucrtbase.dll, version: 10.0.18362.1, time stamp: 0x5cbddb81

Exception code: 0xc0000409

Fault offset: 0x000000000006d3be

Faulting process ID: 0x510

Faulting application start time: 0x01d53b0858a9b62e

Faulting application path: C:\Windows\SystemApps\ShellExperienceHost_cw5n1h2txyewy\ShellExperienceHost.exe

Faulting module path: C:\WINDOWS\System32\ucrtbase.dll

Report ID: d0866835-c81b-4dd0-a3e8-96a0223c8574

Faulting package full name: Microsoft.Windows.ShellExperienceHost_10.0.18362.145_neutral_neutral_cw5n1h2txyewy

Faulting package-relative application ID: App

I've tried pretty much every fix that I've googled but none of them work (renaming the 'UsrClass.dat' file in the local profile, changing transparency settings, re-starting explorer.exe, disabling and enabling items in 'ShexView'). I'm now at a loss to fix this.

The only fix was to delete the local and roaming copy of the profile and that got it to come to life. All existing profiles are broken, so another quality update from Microsoft as usual!!

Anyone?

Do you use AppLocker? If so, do you have packaged app rules that allow Microsoft.Windows.ShellExperienceHost (ShellExperienceHost.exe) and Microsoft.Windows.StartMenuExperienceHost (StartMenuExperienceHost.exe) for Everyone?

Cheers Arthur,

In our office, no Applocker at all so that's not an influence. Also it gets fixed by deleting profile so the symptom would've returned if that was the case. It's certainly a strange one and hoping that it will be either a file issue/replacement or an MS fix.

I've reported it on the Feedback Hub and so have a number of people, so hopefully it will gain momentum.

I'm also hoping someone can re-create this who reads the forum.
