Dell Latitude 3189 in-built keyboards don't seem to work at first startup

We have several of these devices - Dell Latitude 3189 - where the in-built keyboards don't seem to work at first startup. I was wondering if anyone else is getting the same problem.

 

The in-built keyboards don't work in Windows. They don't work in the BIOS either. If they do you get as far as pressing F2/12 for BIOS/boot menu and that's it. Even the CAP lock light doesn't work. Being unable to run the Dell Diagnostics either due to this. If you connect an external USB keyboard, that works as normal but the problem there is the Diagnostics then report the keyboard is working fine.

 

I seem to have a lot of them when the keyboard doesn't work, so IMHO that's a hardware fault. E.g. I've currently got 8x of them sitting here on the desk and 4x of them have this problem. To that end I've had a Dell engineer out to replace the keyboards on some of them (they are all still under warranty). However some do seem to be intermittent. It seems a bit hard to believe that these are hardware faults given the number of devices, but maybe we've has a bad batch of them delivered.
