Win 10 1809 default apps

Has anyone else had issues deploying default apps on 1809? We had a GPO to set adobe reader as default for PDF's & to set windows photo viewer for photos. It worked fine on 1709, however we decided to jump to 1809 due to support ending etc.

 

Now I cant even import the xml as local admin :/ any help ideas would be appreciated

Default apps worked the same way on 1809 as they did on 1709.

 

We import an xml during the SCCM task sequence for Staff and import the xml using GPO for students. Staff are able to the change default apps and Students aren't.
