Local user policies on Windows 10 Pro

I'm currently trying to set up an Exam user account on a standalone Windows 10 Pro tablet (Surface 4) with Internet disabled.

 

I thought I'd start by creating a policy in the Local Computer Policy console, but I don't see an option to do that. (Not by right-clicking on any of the folders in this screenshot.) I'm not sure if it's even possible to create local user-specific policies on Windows 10 Pro...?

 

Any thoughts on the easiest way to deny Internet access for a particular local user on this OS...?

Set the proxy to 127.0.0.1

...yep, thanks, though I was wondering how to lock it down securely. I'm at a Uni now, so I'm not just trying to fox dumb kids anymore...!

Uninstalling the Ethernet and Wireless drivers was the easiest, most foolproof method I have found yet to disable the Internet from an exam laptop.

Can't you just block internet at your firewall/filter?

we disable the wireless interface in device manager on the exam latops.
