Office 365 Global admin unable to add subscription

I've setup a O365 for one of our primary schools, and let the A5 trial expire. So we're now trying to add an A1 free to their domain. The problem is when I login as the Global Administrator and try to Add this subscription I get the error:

 

"It looks like you don't have permission to make purchases. Please contact your admin."

 

Err, I am the sole user, and sole admin? I'm at a loss as how to work around this, as MS support isn't much cop for the free subscriptions.

Sounds like you haven’t been verified as Education?

 

Email support and ask them to verify you ASAP

Make sure - that your global admin account also has billing admin capabilities as one its roles
