I've been testing Windows 10 Education 1809 in my school since it was re-released and kept finding that the language/handwriting/speech pack would fail to install. We use Smoothwall here so I checked the web filter and added the following URLs to the list of exclusions and the packs now download fine. login.live.com/rst2.srf (this was blocked under the category 'Skype' here. the Skype category may or may not be blocked in your workplace) fe3.delivery.mp.microsoft.com (this was appearing on our Smoothy as NOT being blocked but when adding it to the custom category exceptions list, the packs downloaded fine. Just thought I'd let you know in case you have customers contacting you with the same problem. This issue did not occur in Windows 10 1803 so MS must have changed a URL somewhere along the line.
