Google form blocked because of sharing permissions

This is a bit of an odd one and I'm a bit stumped - on our G Suite we have sharing outside the domain enabled for staff. Some have been given a link to a Google form on an external site to fill in, once the link is clicked you have to be signed in as a GMail user. Once they sign in as their work account they are told they can't proceed 'because you don't have permission to share documents outside of your domain' - the form opens up as an address on our GSuite domain ie https://docs.google.com/a/domain/forms/blahblah

 

So is it their site that's at fault? It will let them proceed if they use a GMail account that is not under our domain (i.e a personal) one but they should be able to use their work one as we have Sharing set to ON - Google support suggested Link Sharing should be switched on (and wait 24 hours) but link sharing isn't anything to do with the Forms

 

I assume the link opens up a forms template in the users own GSuite account and submitting the form effectively shares it, but I can't see anywhere else I would need to enable this?

Agreed this does seem an odd one. I can't really understand how the external link can lead to a switch to internal. I wonder if it's more to do with the Google Sheet that exists to receive the form data - again though, can't see why the external sheet should be impacted by your schools settings. Will be watching to see the outcome.

I think the way it works is, that when you create a form and share it, it then opens in your drive to enter the details, which is where the sharing side of things comes in. What I don’t understand is that even with sharing enabled it comes up with the error.

Have you tried creating a fresh new form and sharing that outside your domain, just in case something odd has gone on with your settings?

Yes, and weirdly that works fine! Its only the external one thats the problem - it must be down to our domain as we can Sign in using a personal Gmail account.

Form seems to work for both my personal and school domains. Our school domain is setup like yours with sharing outside enabled on Drive files (not on Team Drive)

Thanks for checking - we don't blacklist any domains and the Sharing option is just switched to ON (with warnings) - its definitely seems to be just from our GSuite domain. I don't think google support really understood the issue though

Unless anyone can think of the issue I would go back to Google and say you have received the form at two educational domains, both with similar admin settings but you get the warning displayed for the school in question for no real reason.

Can I ask how your sharing is setup?We have On at the Top domain level, then Off for students and On for Staff at the Organisation level - so overriding the default for each group of users

We have top level sharing turned Off and then shearing is enabled for the staff OU lower down and is left as off for students.

That's what I had - then I changed it to the other way around but its made no difference. It looks like the fault is coming from their side, as the error isn't from google - and we can't enable sharing anywhere else, it also happens out of school so its not down to filtering or inspection!Sometimes you just have to admit defeat!

Hmmmm.... I just tried your link whilst logged in to my school account and it reports "You can't respond to Careers and Enterprise Fund 2018 - Submit your programme choices because you don't have permission to share documents outside of your domain. Contact your domain administrator if you think that this is a mistake.". I'll look in to this tomorrow if I get a chance, but from memory we don't generally allow sharing outside of the domain apart from one or two whitelisted domains. What is interesting is it changes your URL to https://docs.google.com/a//forms/d/e/1FAIpQLSe20agjDbtFp9cd2vHEAl-04IyebUAcG2qgMQY95_9yBBczMQ/closedform.

That's exactly what we see, but we do allow sharing! I noticed it changed to our domain as well, but I thought that's the way Google Forms worked - open a form and the response is created in your Drive? I'm not sure how exactly it works in that circumstance.I think the error is incorrect - we have sharing working with others so I know its not us blocking it.

Nope, never found a way around it - I had to create a separate email account for the user to complete the form.
