Is it a Pi3 or Pi3+?

If it's one of the brand new Pi3+ models, make sure that you are definitely using the latest version of NOOBS, as the old one won't work. The latest version of NOOBS is backwards compatible, but the previous version is not compatible at all with the latest Pi models and can cause the board to get quite hot as it tries to boot unsuccessfully.

Failing that, if it's a brand new Pi3 (not the plus, but fresh out of the box), it's likely to be an Embest manufactured model, rather than a Sony one, and whilst they do work generally, the build quality is not quite as good as it was.
