Google File stream and Local downloads folders

This is only loosely related to GDPR. I've upgraded to Google Filestream from its predecessor, but I don't think it can offer what I want, but I may be mistaken. We have a few staff that work with GSuite at home. The issue that crops up is that we want to avoid data being stored locally. What would really help is if we can have any downloads go straight to a users MyDrive and bypass the local Windows user downloads folder completely. Is that possible with Google File Stream or if not, then with another approach?
