[1703, cu] Windows 10 not activating

I am getting this message when trying to activate clients Error: 0xC004C008 The activation server determined that the specified product key could not be used. These machines have been deployed with the same image I have run the following the commands to activate them

 

cscript %WINDIR%\system32\slmgr.vbs -ipk {KMS Key}

cscript %WINDIR%\system32\slmgr.vbs /ato

 

I do have the KMS key in AD for activation but Windows does not seem to have picked this up.
