Any ideas on how you achieve this?

 

I want a limit on how many recipients a student can send an email to but the remaining members continuing to be able to send mass emails

My knowledge and understanding is that this can only be done if you have an on-premises Exchange. O365 has a default limit of 500, and as the screenshot shows this can't be changed by default.

To my knowledge it isn't possible; with an on prem exchange you could use the Set-mailbox -RecipientLimits cmdlet. Unfortunately this cmdlet is not available for exchange online so you're stuck with the default limit of 500 recipients.

 

I would take the approach that if Students are mass messaging then this is a pastoral issue, you may need to amend your AUP to make sure this type of behaviour is covered.
