[ltsb, 1607] What can cause Win+E to be disabled?

When using our test student accounts we've noticed that the Windows+E key combination to bring up Explorer comes up with the message "This operation has been cancelled due to restrictions" etc.

 

However, I checked and in Group Policy we do not have that setting "Turn off Windows+X hotkeys" enabled.

 

What other GPO settings can cause Win+E to become disabled?

I think the path its launching may be blocked, aka if its set to open my computer or quck access (the 2 you can choose) and one is blocked by policy.

@ZeroHour's suggestion seems like the most likely culprit. Try add the registry value posted in the linked thread (through GPP) to open File Explorer at 'This PC'.
