MS Exchange 2003 Errors for the MSExchange AL

My system is windows server 2003 with Microsoft exchange 2003

 

when I greater a new user in AD and set the Exchange email attributes it does not give them a email address it reports an error in the Application section of the event viewer with the Event id of 8270 this tell you that it has insufficient Rights when importing the transaction

 

I have looked up the error and been pointed to the MS article 254030 and have tried the solutions it recommend but with no luck it still happen any one got any ideas how to fix this problem
